Regulatory Reform (Fire Safety) Order 2005
Requires appropriate fire-fighting equipment where necessary and a suitable system of maintenance for fire-safety facilities, equipment and devices provided for the premises.
Portable fire extinguisher services
Define the premises, hazards and existing equipment first, then scope suitable extinguisher supply, commissioning, maintenance, replacement and removal without treating a standard equipment bundle as a substitute for the fire risk assessment.
Scope confirmed firstPremises, systems and required output agreed before instruction.
Appropriate competenceThe delivery route is matched to the agreed specialist scope.
Usable written evidenceReports and findings are returned against the correct site.
Discipline-specific methodThe approach and evidence are matched to fire extinguisher supply, replacement and removal.
Service overview
The service should start with the premises risk and the equipment already provided. It should identify the extinguisher types and locations in scope, distinguish routine user checks from competent-person maintenance, record the condition and status of each unit, and state whether replacement supply and removal of old units are included.
Get the right scope for my siteRegulatory framework
These summaries identify the principal framework in England, Wales or Great Britain as labelled. The exact duty depends on jurisdiction, premises, equipment, use and the party in control.
Requires appropriate fire-fighting equipment where necessary and a suitable system of maintenance for fire-safety facilities, equipment and devices provided for the premises.
Explains that extinguisher provision should follow the fire risk, equipment should be suitable and accessible, and regular checks and competent maintenance should be recorded.
Provides the current BSI code of practice for commissioning and maintaining portable fire extinguishers, including competent servicing and replacement of units that are no longer usable.
Summarises who may be a Responsible Person and the need to assess risk, provide appropriate precautions and maintain fire-safety measures.
Scope of service
Before appointment, we confirm the required output, available evidence, access limitations and the areas, systems or assets included in the instruction.
Reporting output
How it works
Review the building use, available fire-risk information, hazards and existing equipment schedule.
Agree the units to inspect, supply, commission, replace or remove and any access constraints.
Carry out the scheduled work through the competence route appropriate to portable extinguishers.
Return the unit-level service evidence, observations, removals and next planned actions.
Built for the people managing the risk
Choose the route closest to your role and property type. The technical scope stays specific to this service while access, communication and reporting reflect the operating environment.
Coordinate unit schedules, service evidence and replacements across client estates.

The correct service depends on the premises, systems, equipment, use and dutyholder position. These points are confirmed before appointment.
Request a scoped quotationYes, where both activities are included in the agreed quotation and an authorised waste route is available. The scope identifies the replacement units, the old units to be collected and the applicable waste transfer or consignment record. Collection is not assumed where the instruction is for inspection or servicing only.
No. The appropriate provision depends on the fire risk assessment, building use, hazards, layout and other fire precautions. A generic package should not be used in place of a premises-specific decision.
For a typical non-domestic arrangement, the Responsible Person should organise routine visual checks at least monthly and competent-person maintenance at least annually, subject to the fire risk assessment, equipment, premises conditions, applicable standard and manufacturer information.
Only where the quotation or approval route allows it. Otherwise the service record identifies the affected unit and the proposed replacement is issued as a separate scope for approval.
No. It records the portable extinguisher work completed within scope. It is not a fire risk assessment, approval of the wider fire strategy or confirmation that every fire precaution is adequate.
