Service overview
What should a damp and mould investigation establish?
A competent investigation should record the extent and severity of the issue, consider the resident and property circumstances, test plausible moisture sources, assess ventilation, heating and building fabric, and explain the likely interacting causes, limitations and actions required. It should not default to tenant blame or treat a surface clean as proof that the root cause has been resolved.
These summaries identify the principal framework in England, Wales or Great Britain as labelled. The exact duty depends on jurisdiction, premises, equipment, use and the party in control.
Social housing · England
Awaab’s Law: Phase 1
Since 27 October 2025, most social landlords in England must investigate potential significant damp and mould hazards within 10 working days and potential emergency hazards within 24 hours. The landlord retains the duty and the legal clock starts when it becomes aware of the potential hazard.
HHSRS is the statutory method used by local authorities to assess housing hazards. Damp, mould and excess cold should be considered in the context of the dwelling and the actual risk to occupants.
Requires relevant rented homes to be fit for human habitation at the start of and throughout the tenancy, including freedom from serious damp-related conditions.
Housing providers should respond promptly, avoid assumptions about resident behaviour and identify the underlying building, heating, ventilation and moisture factors contributing to the problem.

How it works
From defined instruction to issued report.
01
Review the report
Confirm what has been reported, previous repairs, access, property information and any known resident vulnerability.
02
Inspect the home
Record visible conditions and review building fabric, moisture sources, ventilation, heating and relevant services.
03
Analyse the evidence
Use proportionate readings and observations to distinguish likely causes and interacting factors.
04
Issue clear findings
Provide a concise property record, limitations, priorities and any further investigation required.
Built for the people managing the risk
Support shaped around the duty, premises and decision.
Choose the route closest to your role and property type. The technical scope stays specific to this service while access, communication and reporting reflect the operating environment.
No. The current fixed Awaab’s Law timeframes apply to most social landlords in England. Private landlords have other legal duties, but the same fixed deadlines do not currently apply to private rented housing.
Is visible mould enough to identify the cause?
No. Similar visible symptoms can result from condensation, water ingress, plumbing leaks, building defects, cold bridging or several interacting factors. The evidence and limitations should be considered together.
Do you blame resident lifestyle?
No. Normal domestic activity creates moisture and should be expected. A competent investigation considers the building, heating, ventilation, occupancy and resident circumstances without defaulting to blame.
Does a mould wash solve the issue?
Not necessarily. Surface treatment may form part of an immediate response, but it does not demonstrate that the moisture source or underlying cause has been corrected.
Will the report classify the hazard under HHSRS?
Only where that assessment is explicitly included in the agreed scope and completed by someone with the appropriate competence. A damp and mould investigation does not automatically amount to a full HHSRS assessment.
Can several homes be assessed as one programme?
Yes. Access and reporting can be coordinated through a defined pilot or programme, while each home retains an individual inspection record, findings and limitations.
