Task and scope
The competence test follows the actual assessment, inspection, examination, maintenance or specialist activity—not a generic service label.
Competence & assurance
Property compliance covers distinct technical activities. A registration or qualification relevant to one activity does not automatically establish competence for another. The delivery route is therefore considered against the precise scope before appointment.
The assurance test
The depth of evidence should be proportionate to the risk, technical complexity, legal framework and intended use of the report or record.
The competence test follows the actual assessment, inspection, examination, maintenance or specialist activity—not a generic service label.
Where the task calls for a registration, accreditation, scheme scope, qualification or experienced competent person, that evidence should match the work instructed.
The contractual role, professional boundary and insurance position should be proportionate to the service and output.
The required record, checking route, limitations, urgent-finding process and document issue method should be agreed before mobilisation.
