Operator control
Regulation 6 underpins the operator’s coordinated, proactive management of health and safety across the quarry.

A fixed-scope desk review for one quarry. We map the agreed fire, electrical, lifting, water, asbestos and building-services records to the correct premises or ancillary asset—then show the dates, evidence gaps and decisions that need ownership.
Built around existing records. No production interruption or site visit is assumed.

Inspection evidence, not a parallel management system
HSE’s quarry guidance explains that a written scheme should address systematic inspection, maintenance and, where appropriate, testing. It also allows relevant statutory inspection and maintenance completed under other regulations to be incorporated rather than duplicated.
Review HSE L11801Reports stored by contractor rather than connected to the correct building or ancillary asset
02Servicing, inspection and thorough examination described as though they are interchangeable
03Defects recorded without a visible owner, decision or completion evidence
04Access, shutdown, isolation and permit needs discovered too late to plan the work cleanly
Where the review fits
The operator remains responsible for the quarry health and safety document, management structure, competence, site rules, permits and inspection arrangements. The review covers only the agreed premises and ancillary-asset evidence.
Regulation 6 underpins the operator’s coordinated, proactive management of health and safety across the quarry.
Official legislationRisks, controls, responsibilities, inspection schemes and review arrangements belong within the quarry’s own management system.
Official HSE guidanceThe review helps organise agreed specialist evidence for the site team; it does not design or approve the quarry’s regulation 12 scheme.
Official legislationWhat the written scope includes
We work from the agreed records already held. Technical validity, actual site condition and follow-on work remain subject to the relevant competent person, site controls and separate written instruction.
An organised view of the agreed records by building, ancillary asset and applicable specialist workstream.
A practical map showing where each agreed specialist record may support the quarry team’s own inspection arrangements.
A forward view built from supplied dates, known triggers, access needs and the quarry’s intended operating windows.
Evidence gaps and open findings organised around priority, ownership, decision and close-out requirement.
A contained first instruction
The fit call confirms what is in scope before records are requested. The written quotation then states the inputs, exclusions, fee, delivery date and intended management use.
Identify the buildings, ancillary assets, buyer, operating constraints and reason for the review.
Issue a focused request list covering only the relevant specialist workstreams and dates.
Index records, map the agreed evidence, programme dates and organise open decisions.
Review the outputs, limitations, priority decisions and any separately scoped next step.
A commercial commitment with clear limits
Before the review begins, Compliance Plus confirms the quarry, included premises and assets, record set, four outputs, exclusions, fixed fee and delivery date in writing. Any technical inspection, test, maintenance or corrective action is a separate decision.
The review organises supplied evidence and actions. It is not a site inspection, legal opinion, statutory report, certification or assurance of legal compliance. Before you engage
This is a premises and ancillary-asset offer for quarry operators. It helps connect specialist evidence and next actions; it does not replace the quarry team’s statutory management system or competent technical judgment.
No. It is a focused desk review of the agreed premises and ancillary-asset evidence. It does not certify legal compliance or assess quarry design, production machinery, geotechnical matters, explosives, DSEAR, process safety or environmental permits.
No. The operator retains both duties. The review helps map agreed specialist building and ancillary-asset records into a clearer evidence and action view that the quarry team can use within its own arrangements.
The fit call defines the relevant set. It may include fire, fixed electrical, LOLER, water hygiene, asbestos, gas, HVAC and pump or drainage records for the agreed buildings and ancillary assets.
Start with one representative site. If the output is useful, we can price a consistent roll-out across a defined group without assuming every quarry has the same buildings, assets or controls.
Where available and agreed, yes. Each technical instruction has its own written scope, competence requirements, exclusions and quotation. The quarry remains in control of access, permits, isolations and site rules.
The fee is fixed in writing after the fit call confirms the quarry, record set, applicable workstreams and required output. No technical inspection or corrective work is included unless it is separately scoped and quoted.
Start with a fit check
Tell us which site is in scope, which records are difficult to control and what the management team needs to see. We will confirm whether the review is the right first instruction.
The review is not a quarry audit, site inspection, statutory report, certification or legal opinion. It excludes production machinery, geotechnical, explosives, DSEAR, process-safety and environmental-permitting duties.
