For healthcare & NHS estate teams
Property compliance support for live healthcare environments.
Define and coordinate the fire, water-hygiene, general HVAC, lifting-equipment, electrical and building-infrastructure work relevant to the estate—within the access, infection-prevention and technical-governance controls set by the healthcare provider.
The operational problem
Estates work must fit clinical continuity and technical governance.
Hospitals, clinics and community healthcare buildings operate around patients, controlled areas, critical services and formal permit routes. The correct starting point is a bounded technical instruction—not a claim of whole-estate compliance.
01Clinical access, infection-prevention controls and permits vary by department and task.
02Critical and general building systems can look similar while requiring different competence routes.
03Asset data, maintenance evidence and specialist reports may be held in separate estates systems.
04Urgent technical findings need a pre-agreed route to an authorised client decision-maker.

The duties and guidance that shape the property programme.
The responsible organisation must identify which requirements apply to each premises. These official sources provide the starting point for scope, competence and evidence decisions.
NHS England HTM 05-01: Managing healthcare fire safety
HTM 05-01 provides recommendations for a structured fire-safety management system in healthcare organisations and should be considered with the wider Firecode suite.

HTM 04-01 addresses design, maintenance and operation of healthcare water systems and supports water-safety governance for relevant premises.
Review official guidanceOfficial sourceCQC Regulation 15: Premises and equipment
For registered providers in England, premises and equipment used to deliver care must be suitable, properly used, properly maintained and appropriately located.
Review official guidanceOfficial sourceHSE: Equipment safety in health and social care
HSE guidance explains that work equipment must be selected, maintained and used safely, with applicable lifting equipment also subject to LOLER requirements.

What stays visible
A traceable record within the provider's estates controls.
- Workstream, building, department, system and asset boundary stated before attendance
- Client permits, infection-prevention requirements and service constraints recorded
- Technical output linked to the correct asset or location reference where supplied
- Critical limitations and urgent findings communicated through the agreed route
- No implication that one report certifies the wider healthcare estate
Working in the real world
Work within live clinical and estates-management controls.
The healthcare provider retains control of access, permits, clinical risk, infection prevention and authorised shutdowns. We confirm the specific discipline and competence route before the work is accepted.
- Begin with one site, department, system or defined asset group
- Confirm permit, infection-prevention, access and shutdown requirements
- Separate general building services from specialist clinical or critical systems
- Return reports through the named estates and escalation route
Technical scope
Relevant property-safety and building-service workstreams, clearly defined.
We establish the instruction, agree access and reporting requirements, then coordinate only the specialist workstreams expressly included in the scope.
Fire safety
Defined fire-risk, passive-protection and life-safety-system support coordinated with the provider's healthcare fire-safety management arrangements.
Explore this service 02Legionella
Risk assessment and control support aligned to the client water-safety governance; augmented-care or specialist systems require an explicitly agreed competence route.
Explore this service 03HVAC maintenance
General building HVAC and controls maintenance within a defined scope; specialist or critical ventilation verification is not assumed.
Explore this service 04LOLER
Thorough examination of applicable lifts, hoists and lifting accessories, distinct from routine servicing and local pre-use checks.
Explore this service 05Electrical / EICR
Fixed-installation inspection and condition reporting for the distribution and areas clearly identified by the estate team.
Explore this service 06Asbestos
Management information and the correct survey route before maintenance, refurbishment or intrusive work affecting the fabric.
Explore this service 07Pumps, drainage & water
Defined support for booster, drainage, wastewater and associated water-infrastructure assets within the agreed healthcare-estate boundary.
Explore this serviceCompliance Plus is not NHS- or CQC-endorsed and does not certify overall HTM compliance. Clinical risk, infection prevention, medical-gas systems, critical ventilation and provider permits remain within client governance and require task-specific competence where applicable.
Controlled mobilisation
Prove the delivery model on a defined scope.
Begin with one site, one discipline or a selected property cohort. Scope, access, responsibilities and reporting are agreed before any wider programme is considered.
Define the first scope- 01Review
Map requirements, dates, records and priority gaps.
- 02Mobilise
Set scope, access, responsibilities and service dates.
- 03Coordinate
Manage the agreed workstreams and control the resulting evidence.
- 04Report
Confirm report status, findings and the agreed next actions.
Questions
Clear boundaries. Practical answers.
Compliance Plus supports the management, delivery and evidence around property-safety duties. It does not transfer the legal responsibilities held by relevant dutyholders.
Can work be undertaken in a live clinical area?
Only where the provider has confirmed the access, permit, infection-prevention, escort and service-continuity controls for that task. Some work may require a shutdown or an alternative delivery window.
Do you certify that an estate complies with NHS HTMs?
No. HTMs provide technical guidance and management frameworks. Each report is limited to its stated instruction, evidence, inspected areas and professional limitations.
Does the gas-safety service include medical gas pipeline systems?
No generic gas-safety scope should be treated as medical-gas work. Medical-gas pipeline systems require a separate, explicitly defined route using appropriately competent specialists and the provider's authorisation arrangements.
Can the delivery model follow NHS procurement and estates systems?
Any framework, onboarding, information-governance, reporting or system requirement must be confirmed during procurement and mobilisation. No approved-supplier status is implied by this page.
Complimentary scope and evidence review
Turn the immediate requirement into a defined first instruction.
Begin with one site, system, service or a small redacted schedule. We will identify obvious evidence gaps, time-critical items and matters requiring specialist review.
- A defined initial scope
- A concise priority summary
- A recommended procurement route
Desk-based review only—not a site inspection, risk assessment, certification, statutory report or legal opinion.
